At the time, the Brazilian government was interested in reducing the logistical costs of transport by 30%.<\/p>\n\n\n\n<p>It is important to highlight that one of the main solutions for reducing logistics costs in the country is the implementation of new railroads.<\/p>\n\n\n\n<p class=\" translation-block\">In the mid-1960s, the railroad sector was precarious, neglected by the road transport modal. Since then, while investments in the road sector have only increased, the railroad sector has suffered from a long recession of resources.<\/p>\n\n\n\n<p>This scenario changed in the 1990s, with the Privatization Program, which made the private sector start to invest heavily in the recovery of the railroad potential.<\/p>\n\n\n\n<p>Seeing that investments have grown in recent years, the government, at the time, considered that investing in the growth of the railroad sector, implementing new routes, such as the Ferrogr\u00e3o Railroad itself, could be an important solution to reduce the dependence of highways on freight transport.<\/p>\n\n\n\n<p>As this is one of the main ways to reduce logistical costs, which was the government's objective, the idea of \u200b\u200bbuilding the Ferrogr\u00e3o railroad soon began to gain momentum.<\/p>\n\n\n\n<p>This idea was passed on to important investors in the transport infrastructure sector, as reported by the CEO of Esta\u00e7\u00e3o da Luz Participa\u00e7\u00f5es (EDLP), Guilherme Quintella, on the blog Canal Agro, in 2019.<\/p>\n\n\n\n<p>In this way, the company believed that it would be a \u201cgreat opportunity for the large grain carriers in Brazil to become independent railroad operators\u201d.<\/p>\n\n\n\n<p>In this context, the idea of \u200b\u200bbuilding the Ferrogr\u00e3o Railroad arose, precisely so that the transport of grain, especially in the North region, could be improved, increasing production and the flow of goods.<\/p>\n\n\n\n<h2 class=\"wp-block-heading translation-block\">Ferrogr\u00e3o Railroad project<\/h2>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" notes.<\/p>\n\n\n\n<p>During this period mentioned above, a feasibility report was prepared for the construction of the railroad, with the authorship of professionals from the major transport companies in the region.<\/p>\n\n\n\n<p>Years later, in 2016, the railroad Ferrogr\u00e3o was included in the PPI (Investment Partnership Program) of the federal government, so that it started to receive public resources and the work started to come out of the paper and its construction could be put into practice.<\/p>\n\n\n\n<p>The idea of \u200b\u200bthe Ferrogr\u00e3o railroad is to have 993 km in length, connecting the main grain-producing region of the Midwest region, having as its starting point the municipality of Sinop, in Mato Grosso, with Porto Miritituba, located in Itaituba, Par\u00e1 .&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Transport and importance<\/strong><\/h2>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/massa.ind.br\/wp-content\/uploads\/2021\/06\/railway-truck-parked-P7THL7X-1024x664.jpg\" alt=\"Transport and importance\" sector in the Midwest and North.<\/p>\n\n\n\n<p>Despite being one of the main grain exporters in the country, the Center-West region, especially Mato Grosso, has a flow very focused on the Southeast and South regions, mainly through the ports of Santos (SP) and Paranagu\u00e1 (PR).<\/p>\n\n\n\n<p>Still, it is important to highlight that, to reach these ports, a large part of the transport is carried out by highways, which suffer from constant logistical problems, such as delays in deliveries, poor infrastructure, high front-end costs, among others.<\/p>\n\n\n\n<p>Therefore, the construction of the Ferrogr\u00e3o railroad would serve to diversify the flow of agricultural inputs produced by this region, making exports more divided.&nbsp;<\/p>\n\n\n\n<p>In addition, it would change the current panorama of rail transport, as it would reduce the dependence of this production center in relation to national highways.<\/p>\n\n\n\n<h2 class=\"wp-block-heading translation-block\">Current situation of Ferrogr\u00e3o Railroad<\/h2>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" project for the EF-170, or Ferrovia Ferrogr\u00e3o, was finally filed. After years of conversations, analysis and studies, the work could be started. This news left investors excited, and experts in the area believed that this construction could change the productive level of the Mato Grosso region and the railroad sector as a whole.<\/p>\n\n\n\n<p>However, the future of the Ferrogr\u00e3o Railroad is uncertain. In March 2021, the STF suspended the construction project for the work.<\/p>\n\n\n\n<p>This suspension did not occur directly because of the work on the Ferrogr\u00e3o Railroad, but because the federal government altered, through a provisional measure, the limits of the Jamanxim National Park, where the work must run.<\/p>\n\n\n\n<p>The country's highest judicial body reported that this measure was unconstitutional, and the change could only occur through a bill of law, since this is a conservation area.<\/p>\n\n\n\n<p>At the moment, the project is stopped at the TCU (Court of Accounts of the Union), which assesses how the process can be continued. Thus, the auction of the line, which should take place later this year, remains uncertain.<\/p>\n\n\n\n<p>The federal government and corporations that work with the transport of grains in the region, such as those mentioned above, believe that the construction of the Ferrogr\u00e3o railroad is essential to improve the flow of agricultural cargo.<\/p>\n\n\n\n<p>The secretary of Land Transport of the Ministry of Infrastructure, Marcello Costa, recently declared that the construction of the Ferrogr\u00e3o railroad would generate savings of R$ 19 billion in the coming years, just at the cost of transport freight.<\/p>\n\n\n\n<p>Therefore, both continue fighting for the project to get off the ground and for the next steps to be taken, starting the works of the railroad.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Conclusion<\/strong><\/h2>\n\n\n\n<p>Considered by many experts to be one of the most ambitious and modern projects in the railroad sector, Ferrovia Ferrogr\u00e3o does not yet have a defined destination. Due to deadlocks that have occurred in recent years due to preservation issues, the project suffers from suspensions and delays in licensing.&nbsp;<\/p>\n\n\n\n<p>The debate over the construction of the railroad is still on the rise at the moment, and the news is constantly changing the scenario. As we saw in the article, one thing is certain: the construction of Ferrogr\u00e3o would considerably expand the flow of cargo from the Center-West region, expanding the horizons of transport to the North region. Desde ent\u00e3o, enquanto os investimentos no setor rodovi\u00e1rio s\u00f3 cresceram, o do ferrovi\u00e1rio sofreu com uma longa recess\u00e3o de recursos. Esse cen\u00e1rio mudou na d\u00e9cada de 90, a partir do Programa de Desestatiza\u00e7\u00e3o, que fez com que a iniciativa privada passasse a investir pesado na retomada do potencial ferrovi\u00e1rio. Vendo que os investimentos cresceram nos \u00faltimos anos, o governo, na \u00e9poca, considerava que investir no crescimento do setor ferrovi\u00e1rio, implementando novas vias, como a pr\u00f3pria Ferrovia Ferrogr\u00e3o, podia ser uma solu\u00e7\u00e3o importante para diminuir a depend\u00eancia das rodovias no escoamento de cargas. Como essa \u00e9 uma das principais maneiras de diminui\u00e7\u00e3o de custos log\u00edsticos, que era o objetivo do governo, a ideia da constru\u00e7\u00e3o da Ferrovia Ferrogr\u00e3o logo come\u00e7ou a ganhar for\u00e7a. Essa ideia foi repassada para importantes investidores do setor da infraestrutura de transportes, como relatou o CEO da&nbsp; Esta\u00e7\u00e3o da Luz Participa\u00e7\u00f5es (EDLP), Guilherme Quintella, ao blog Canal Agro, em 2019. Dessa forma, a empresa acreditou que seria uma \u201c\u00f3tima oportunidade para que as grandes transportadoras de gr\u00e3os no Brasil se tornassem operadores ferrovi\u00e1rios independentes\u201d. Nesse contexto, surgiu a ideia da constru\u00e7\u00e3o da Ferrovia Ferrogr\u00e3o, justamente para que o transporte de gr\u00e3os, especialmente na regi\u00e3o Norte, fossem aprimorados, aumentando a produ\u00e7\u00e3o e o escoamento de mercadorias. Projeto da ferrovia Ferrogr\u00e3o Falando especificamente de como foi a montagem do projeto da Ferrovia Ferrogr\u00e3o, podemos fazer diversos apontamentos. Nesse per\u00edodo que foi mencionado anteriormente, foi elaborado um relat\u00f3rio de viabilidade para a constru\u00e7\u00e3o da ferrovia, com a autoria dos profissionais das grandes transportadoras da regi\u00e3o. Apesar de ser um dos principais exportadores de gr\u00e3os do pa\u00eds, a regi\u00e3o Centro-Oeste, especialmente o Mato Grosso, tem um escoamento muito focado nas regi\u00f5es do Sudeste e do Sul, principalmente pelo porto de Santos (SP) e Paranagu\u00e1 (PR). Ainda, \u00e9 importante destacar que, para chegar a esses portos, boa parte do transporte \u00e9 realizado por rodovias, que sofrem com constantes problemas log\u00edsticos, como demora nas entregas, infraestrutura desqualificada, altos custos de frente, entre outros. Por isso, a constru\u00e7\u00e3o da Ferrovia Ferrogr\u00e3o serviria para diversificar o escoamento de insumos agr\u00edcolas produzidos por essa regi\u00e3o, fazendo com que a exporta\u00e7\u00e3o fosse mais dividida.&nbsp; Al\u00e9m disso, modificaria o panorama atual do transporte ferrovi\u00e1rio, visto que, diminuiria a depend\u00eancia deste centro produtor em rela\u00e7\u00e3o \u00e0s rodovias nacionais. Situa\u00e7\u00e3o atual da ferrovia Ferrogr\u00e3o Em 2020, finalmente foi protocolado o projeto de concess\u00e3o da EF-170, ou Ferrovia Ferrogr\u00e3o. Ap\u00f3s anos de conversas, an\u00e1lises e estudos, a obra poderia ser iniciada. Essa not\u00edcia deixou investidores empolgados, e os especialistas da \u00e1rea acreditavam que essa constru\u00e7\u00e3o poderia modificar o patamar produtivo da regi\u00e3o do Mato Grosso e do setor ferrovi\u00e1rio como um todo. Entretanto, o futuro da Ferrovia Ferrogr\u00e3o \u00e9 incerto. Em mar\u00e7o de 2021, o STF suspendeu o projeto de constru\u00e7\u00e3o da obra. Essa suspens\u00e3o n\u00e3o ocorreu diretamente por conta da obra da Ferrovia Ferrogr\u00e3o, mas sim porque o governo federal alterou, mediante a uma medida provis\u00f3ria, os limites do Parque Nacional do Jamanxim, onde a obra deve percorrer. A entidade m\u00e1xima judici\u00e1ria do pa\u00eds relatou que essa medida era inconstitucional, e a altera\u00e7\u00e3o s\u00f3 poderia ocorrer mediante a um projeto de lei, visto que, essa \u00e9 uma \u00e1rea de conserva\u00e7\u00e3o. Nesse momento, o projeto est\u00e1 parado no TCU (Tribunal de Contas da Uni\u00e3o), que avalia de que maneira o processo pode ter continuidade. Dessa maneira, o leil\u00e3o da linha, que deveria ocorrer ainda este ano, segue como incerto. O governo federal e as corpora\u00e7\u00f5es que trabalham com o transporte de gr\u00e3os na regi\u00e3o, como as mencionadas anteriormente, acreditam que \u00e9 fundamental a constru\u00e7\u00e3o da Ferrovia Ferrogr\u00e3o para melhorar o escoamento de cargas agr\u00edcolas. O secret\u00e1rio de Transportes Terrestres do Minist\u00e9rio da Infraestrutura, Marcello Costa, declarou recentemente que a constru\u00e7\u00e3o da Ferrovia Ferrogr\u00e3o geraria uma economia de&nbsp; R$ 19 bilh\u00f5es nos pr\u00f3ximos anos, apenas no custo de frete do transporte. Por isso, ambos seguem lutando para que o projeto saia do papel e para que os pr\u00f3ximos passos possam ser executados, dando in\u00edcio \u00e0s obras da ferrovia. Conclus\u00e3o Considerado por muitos especialistas um dos projetos mais ambiciosos e modernos do setor ferrovi\u00e1rio, a Ferrovia Ferrogr\u00e3o ainda n\u00e3o tem um destino definido.
