Built to transport coffee in the 19th century, the first railroad in Brazil, the Estrada de Ferro Mau\u00e1, is completely different from the railroads we currently have.<\/p>\n\n\n\n<p>The following article aims to compare some remarkable decades for the Brazilian railroad expansion, beginning in the 1990s, when important changes in the railroad logistics model occurred. In the 1960s, for example, Juscelino Kubitschek's government implemented plans to further expand the highways, practically leaving aside the railroads.<\/p>\n\n\n\n<p>As the railroad sector depended on public support for its growth, it lost strength and began to be abandoned. This scenario only changed significantly in the 1990s, when the investment model in the sector was modified.<\/p>\n\n\n\n<p>With the change, which we will explain later, the railroads once again received significant investments and the current governments started to look more closely at the sector, looking for ways to increase the railroad expansion.<\/p>\n\n\n\n<h2 class=\"wp-block-heading translation-block\"><span id=\"Expansao_ferroviaria_na_Decada_de_90\">Expans\u00e3o ferrovi\u00e1ria na <strong>D\u00e9cada de 90<\/strong><\/span><\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"720\" height=\"490\" src=\"https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/11\/pasted-image-0-7.png\" alt=\"D\u00e9cada de 90 Expans\u00e3o ferrovi\u00e1ria \" class=\"wp-image-2866\" srcset=\"https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/11\/pasted-image-0-7.png 720w, https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/11\/pasted-image-0-7-300x204.png 300w, https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/11\/pasted-image-0-7-500x340.png 500w\" sizes=\"auto, (max-width: 720px) 100vw, 720px\" \/><\/figure>\n\n\n\n<p>Until this period in Brazilian history, railroads were built and managed exclusively by the public authorities. As governments focused on expanding the road sector, investment in railroads fell, scrapping stations, tracks and trains.&nbsp;<\/p>\n\n\n\n<p>At the beginning of the decade, in 1992, the then president Fernando Collor implemented, with his team, the National Privatization Program. This program was created so that public companies could be activated or managed by the private sector.<\/p>\n\n\n\n<p>The program, which was only put into practice in 1995, under the government of Fernando Henrique Cardoso, had a direct impact on the railroad sector. The railroads, which previously belonged exclusively to the government, began to receive concessions, that is, private companies could invest in the railroad lines, managing them for a period previously established in the concession.<\/p>\n\n\n\n<p>After the start of the privatization process of the railroads, several lines were auctioned in 1996 and started to be managed by private companies in the transport logistics sector.&nbsp;<\/p>\n\n\n\n<p>This project was essential for the acceleration of the railroad expansion and for the reduction of the government's effective costs with this, creating conditions for the scrapped lines to be reinvigorated and receive new incentives.&nbsp;<\/p>\n\n\n\n<p>Still in the 1990s, more than 28 thousand km of railroad line, that is, the entire length, was \u201chanded over\u201d to the private sector, totaling 11 railroad networks. Check out the companies that won the auctions during this period:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Ferrovia Novoeste S.A.<\/li><li>Ferrovia Centro-Atl\u00e2ntica S.A.<\/li><li>MRS Log\u00edstica S.A.<\/li><li>Ferrovia Tereza Cristina S.A.<\/li><li>Companhia Ferrovi\u00e1ria do Nordeste<\/li><li>Companhia Ferrovi\u00e1ria do Nordeste<\/li><li>Ferrovia Sul-Atl\u00e2ntico S.A.<\/li><li>Ferrovias Bandeirantes S.A.<\/li><li>Companhia Vale do Rio Doce<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>2000s<\/strong><\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"688\" height=\"411\" src=\"https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/11\/pasted-image-0-8.png\" alt=\"2000s\" class=\"wp-image-2867\" srcset=\"https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/11\/pasted-image-0-8.png 688w, https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/11\/pasted-image-0-8-300x179.png 300w, https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/11\/pasted-image-0-8-500x299.png 500w\" sizes=\"auto, (max-width: 688px) 100vw, 688px\" \/><\/figure>\n\n\n\n<p>The 2000s are considered by many specialists as a time of railroad expansion, mainly due to the increase in investments in the sector.<\/p>\n\n\n\n<p>With the consolidation of the concessionary model, the railroad sector started to receive capital from the private sector, essentially from concessionaires, and also continued to receive investments from the public sector.<\/p>\n\n\n\n<p>The 2000s, especially from the year 2003 onwards, were a period of railroad expansion, as the globalization boom made this necessary, as has already been stated by representatives of the country's main rail transport associations, such as the Brazilian Association the railroad Industry (Abifer) and the National railroad Transport Association (ANTF).<\/p>\n\n\n\n<p>With the increase in demand due to globalization, mainly in relation to exports, the railroad sector started to play a fundamental role and investments started to grow.<\/p>\n\n\n\n<p>According to ANTF data, in the period 1997-2007, investments to improve the railroad sector grew by around 87.6%, which totaled R $ 14.4 billion injected into the segment's infrastructure.<\/p>\n\n\n\n<p>The growth in cargo transportation was also significant. In the same period, the tons transported per useful kilometer increased by 84.7%, while the volume of transported cargo increased by 75.4%.<\/p>\n\n\n\n<p>In addition to the growth in investments and the increase in transported loads, another factor of success in the privatization process of the railroad lines was the decrease in accidents. If in 1997 there were 75.5 accidents per million trains \/ km, that number came close to 16 at the end of the decade, a considerable improvement.<\/p>\n\n\n\n<p>Finally, the 2000 - 2010 decade was marked by the auction of yet another important concession. In 2007, a section of the North-South railroad was auctioned to Vale, the only participant in the auction, for R $ 1.478 billion.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Years 2010<\/strong><\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"960\" height=\"640\" src=\"https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/11\/pasted-image-0-9.png\" alt=\"Years 2010\" class=\"wp-image-2869\" srcset=\"https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/11\/pasted-image-0-9.png 960w, https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/11\/pasted-image-0-9-300x200.png 300w, https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/11\/pasted-image-0-9-768x512.png 768w, https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/11\/pasted-image-0-9-500x333.png 500w\" sizes=\"auto, (max-width: 960px) 100vw, 960px\" \/><\/figure>\n\n\n\n<p>During this period, there was a great perception that the railroad sector had a much more beneficial logistics for companies. Part of this perception was due to the costs of transportation and freight, linked to the quantities of cargo that could be loaded, favoring the railroads over the highways.&nbsp;<\/p>\n\n\n\n<p>As a result, investments for the railroad expansion to continue at full speed continued to increase. Between 2006 and 2015, investments reached 40 billion reais.<\/p>\n\n\n\n<p>For the railroad expansion to occur in the way we imagine, the investments made must be linked to good results in production and transport capacity, in addition to considerable improvements in the infrastructure of the lines, which has been verified in recent years.<\/p>\n\n\n\n<p>According to ANTF, for example, there was an increase of 195% in the number of existing locomotives, from 1997 to 2019. The number of wagons in the same period increased from 43,816 to 115,434, an increase of 163%.<\/p>\n\n\n\n<p>A determining factor for the railroad expansion in this decade was the insertion of the company RUMO Log\u00edstica in the railroad sector. The company is currently the largest in the industry, with the highest number of kilometers of railroad lines in the country.<\/p>\n\n\n\n<p>In 2019, for example, RUMO won an auction for a section of the North-South railroad, about 1,500 km. As the first concessions were made in 1996, there is a possibility of major changes in the lines in the coming years, since the concessions end in 2026.<\/p>\n\n\n\n<p>Despite these possibilities, one thing is certain: it is necessary to continue to improve railroad expansion.&nbsp;<\/p>\n\n\n\n<p>Experts in the transportation industry continue to state that the solution for improving cargo flow in the various Brazilian regions, and also for export ports, is the growth of investments in railroads, as the costs and the quantity of cargo for travel are advantageous.<\/p>\n\n\n\n<p>As a result, it is not only the private sector that is most attentive to rail expansion. The government, seeing these growth possibilities, mainly in relation to exports, plans to invest heavily in the infrastructure of existing lines and in the creation of new railroad stretches.&nbsp;<\/p>\n\n\n\n<p>In 2020, the Ministry of Infrastructure foresaw in its investment scale an amount of 30 billion to be invested in the rail sector in the next five years.<\/p>\n\n\n\n<p>Several factors are important for this public investment to be made in the railroad sector. The most decisive factor for the railroad expansion is the need to expand the flow of products related to agribusiness, the main producer of export inputs in the country.<\/p>\n\n\n\n<p>Agribusiness currently depends on the road sector to achieve the desired outflow, which increases logistical costs and impairs distribution capacity.<\/p>\n\n\n\n<p>Aiming at the growth of this productive sector, the solution is in the railroads, as you can see better by <a href=\"https:\/\/massa.ind.br\/en\/expansao-do-agronegocio\/\" target=\"_blank\" rel=\"noreferrer noopener\">clicking here.<\/a><\/p>\n\n\n\n<p>As a result, the government's projection is that, in order to achieve the ideal flow rates, it is necessary that the railroad sector represents 30% of the country's transportation matrix, which would be double that currently represented.<\/p>\n\n\n\n<h2 class=\"wp-block-heading translation-block\"><span id=\"Conclusao_sobre_a_expansao_ferroviaria\"><strong>Conclus\u00e3o<\/strong> sobre a expans\u00e3o ferrovi\u00e1ria<\/span><\/h2>\n\n\n\n<p>Railroad expansion is an increasing need for Brazil. If we compare the size of the Brazilian railroad line with that of other world economic powers, such as the USA and China, Brazil is far behind, which hinders national development. No s\u00e9culo XX, principalmente no in\u00edcio, as ferrovias eram o principal setor de transporte do pa\u00eds, levando produtos importantes para os munic\u00edpios e tamb\u00e9m para os portos de exporta\u00e7\u00e3o.&nbsp; Com o desenvolvimento do setor rodovi\u00e1rio, esse cen\u00e1rio mudou e as rodovias passaram a ser as principais vias para o crescimento da exporta\u00e7\u00e3o e do abastecimento de insumos. Na d\u00e9cada de 1960, por exemplo, o governo de Juscelino Kubitschek implantou planos para expandir ainda mais as rodovias, praticamente deixando de lado as ferrovias. Como o setor ferrovi\u00e1rio dependia de aporte p\u00fablico para o seu crescimento, ele perdeu for\u00e7a e come\u00e7ou a ser abandonado. Esse cen\u00e1rio s\u00f3 teve uma mudan\u00e7a significativa na d\u00e9cada de 1990, quando o modelo de investimento no setor foi modificado. Com a mudan\u00e7a, que explicaremos mais \u00e0 frente, as ferrovias voltaram a receber investimentos significativos e os governos vigentes passaram a olhar com mais aten\u00e7\u00e3o para o setor, buscando formas de aumentar a expans\u00e3o ferrovi\u00e1ria. Expans\u00e3o ferrovi\u00e1ria na D\u00e9cada de 90 At\u00e9 esse per\u00edodo da hist\u00f3ria brasileira, as ferrovias eram constru\u00eddas e administradas exclusivamente pelo poder p\u00fablico. Como os governos focaram na expans\u00e3o do setor rodovi\u00e1rio, os investimentos nas linhas f\u00e9rreas ca\u00edram, sucateando esta\u00e7\u00f5es, trilhos e trens.&nbsp; No in\u00edcio da d\u00e9cada, em 1992, o ent\u00e3o presidente Fernando Collor implementou, com sua equipe, o &nbsp;Programa Nacional de Desestatiza\u00e7\u00e3o. Esse programa foi criado para que empresas p\u00fablicas pudessem ser acionadas ou administradas pelo setor privado. O programa, que s\u00f3 foi posto em pr\u00e1tica em 1995, no governo de Fernando Henrique Cardoso, teve impacto direto no setor ferrovi\u00e1rio. As ferrovias, que antes pertenciam exclusivamente ao poder p\u00fablico, passaram a receber concess\u00f5es, ou seja, empresas privadas poderiam investir nas linhas ferrovi\u00e1rias, administrando-as durante um per\u00edodo previamente estabelecido na concess\u00e3o. Ap\u00f3s o in\u00edcio do processo de desestatiza\u00e7\u00e3o das ferrovias, diversas linhas foram leiloadas j\u00e1 em 1996 e passaram a ser administradas por empresas privadas do setor log\u00edstico de transporte.&nbsp; Esse projeto foi essencial para o aceleramento da expans\u00e3o ferrovi\u00e1ria e para a diminui\u00e7\u00e3o dos custos efetivos do governo com isso, criando condi\u00e7\u00f5es para que as linhas sucateadas fossem revigoradas e recebessem novos incentivos.&nbsp; Ainda na d\u00e9cada de 1990, mais de 28 mil km de extens\u00e3o da linha ferrovi\u00e1ria, ou seja, toda a extens\u00e3o, foi \u201centregue\u201d \u00e0 iniciativa privada, totalizando 11 malhas ferrovi\u00e1rias. Com a consolida\u00e7\u00e3o do modelo concessionado, o setor ferrovi\u00e1rio passou a receber capital da iniciativa privada, essencialmente das empresas concession\u00e1rias, e tamb\u00e9m continuou recebendo aplica\u00e7\u00f5es por parte da iniciativa p\u00fablica. A d\u00e9cada de 2000, principalmente a partir do ano de 2003, foi um per\u00edodo de expans\u00e3o ferrovi\u00e1ria, pois o \u201cboom\u201d da globaliza\u00e7\u00e3o tornou isso necess\u00e1rio, como j\u00e1 foi afirmado por representantes das principais associa\u00e7\u00f5es de transporte ferrovi\u00e1rio do pa\u00eds, como a&nbsp; Associa\u00e7\u00e3o Brasileira da Ind\u00fastria Ferrovi\u00e1ria (Abifer) e a Associa\u00e7\u00e3o Nacional do Transportes Ferrovi\u00e1rio (ANTF). Com o aumento da demanda por conta da globaliza\u00e7\u00e3o, principalmente em rela\u00e7\u00e3o \u00e0 exporta\u00e7\u00e3o, o setor ferrovi\u00e1rio passou a ter papel fundamental e os investimentos come\u00e7aram a crescer. Segundo dados da ANTF, no per\u00edodo de 1997-2007, os investimentos para melhoria do setor ferrovi\u00e1rio cresceram em cerca de 87,6%, o que totalizou 14,4 bilh\u00f5es de reais injetados na infraestrutura do segmento. O crescimento do transporte de cargas tamb\u00e9m foi expressivo. Nesse mesmo per\u00edodo, a tonelada transportada por quil\u00f4metro \u00fatil sofreu aumento de 84,7%, enquanto o volume de cargas transportadas aumentou 75,4%. Al\u00e9m do crescimento nos investimentos e no aumento das cargas transportadas, outro fator de sucesso do processo de desestatiza\u00e7\u00e3o das linhas ferrovi\u00e1rias foi o decr\u00e9scimo dos acidentes. Se em 1997 ocorreram 75,5 acidentes por milh\u00e3o de trens\/km, esse n\u00famero chegou perto de 16 no fim da d\u00e9cada, uma melhoria consider\u00e1vel. Por fim, a d\u00e9cada de 2000 &#8211; 2010 foi marcada pelo leil\u00e3o de mais uma concess\u00e3o importante. Em 2007, um trecho da Ferrovia Norte-Sul foi leiloado para a empresa Vale, \u00fanica participante do leil\u00e3o, pelo valor de 1,478 bilh\u00f5es de reais. Anos 2010 Nesse per\u00edodo passou a existir uma percep\u00e7\u00e3o muito grande de que o setor ferrovi\u00e1rio tinha uma log\u00edstica muito mais ben\u00e9fica para as empresas. Parte dessa percep\u00e7\u00e3o se deu devido aos custos do transporte e do frete, atrelados \u00e0s quantidades de cargas que poderiam ser carregadas, favorecendo as ferrovias em detrimento das rodovias.&nbsp; Com isso, os investimentos para que a expans\u00e3o ferrovi\u00e1ria seguisse a todo vapor continuaram aumentando. Entre 2006 e 2015, os investimentos chegaram a 40 bilh\u00f5es de reais. Para que ocorra a expans\u00e3o ferrovi\u00e1ria da forma que imaginamos, os investimentos realizados devem estar atrelados a bons resultados de produ\u00e7\u00e3o e de capacidade de transporte, al\u00e9m de melhorias consider\u00e1veis na infraestrutura das linhas, o que foi verificado nos \u00faltimos anos.
