{"id":2676,"date":"2020-10-19T09:32:40","date_gmt":"2020-10-19T12:32:40","guid":{"rendered":"https:\/\/massa.ind.br\/?p=2676"},"modified":"2023-01-13T09:00:31","modified_gmt":"2023-01-13T12:00:31","slug":"infraestrutura-logistica","status":"publish","type":"post","link":"https:\/\/massa.ind.br\/en\/infraestrutura-logistica\/","title":{"rendered":"Brazilian logistics infrastructure: how it is and what should be improved"},"content":{"rendered":"<p><br>Cargo turnover, supply of states and municipalities, flow to ports and increased production are services totally dependent on the logistics infrastructure, mainly rail and road. Through the movement of trains and trucks, the items produced in the industries, the minerals extracted from the mines and any type of important element for the economy of the Brazilian regions reach their respective destinations.<\/p>\n\n\n\n<p>But, for the transport to be effective, fast and can meet a great demand, it is essential that the logistics infrastructure is the best possible. Logistical infrastructure is the part responsible for several flow stages and is essential in several aspects, such as the situation of transport routes (highways and railroads), the quality of transport vehicles, the organization of routes, the types of loads that will be transported and more.<\/p>\n\n\n\n<p>Brazil is a very large country, with more than 8 million km\u00b2, being the fifth largest nation in the world in territorial extension. The country is divided into 26 states, plus the Federal District. In addition, there are five regions that house these states, separated according to their physical characteristics, location, climate and temperature.<\/p>\n\n\n\n<p>Due to this enormous territorial extension, which increases the distance from one state to the other, the logistics infrastructure is even more important, although, at the same time, it presents difficulties in reaching the ideal model in Brazil. A good logistics infrastructure reduces difficulties related to long distances that need to be covered by transport vehicles.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Increased competitiveness<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"534\" src=\"https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/08\/3-2-1.jpg\" alt=\"Increased competitiveness\" class=\"wp-image-2623\" srcset=\"https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/08\/3-2-1.jpg 800w, https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/08\/3-2-1-300x200.jpg 300w, https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/08\/3-2-1-768x513.jpg 768w, https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/08\/3-2-1-500x334.jpg 500w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/figure>\n\n\n\n<p>As we said, the rail and road sectors are the main cargo transportation segments, nationally speaking. To better explain how the Logistics Infrastructure of these two sectors is currently doing, we need to talk a little about each one individually.<\/p>\n\n\n\n<p>First, we will approach the road modal, which is the most used means of transport in Brazil, mainly in cargo transportation. According to recent data from the National Transport Confederation (CNT), more than 60% of cargo handled across the country passes through highways. This number shows the predominance of the sector in relation to the \u201ccompetitor\u201d, which makes it the main mode of national transport.<\/p>\n\n\n\n<p>Regarding the railroad sector, the confederation points out that in 2018 the sector handled 500 million useful tons, increasing the percentage of handling by 5.4% compared to the previous year. That number seems significant, but it is far below what it could be.<br><\/p>\n\n\n\n<p>If we think that the railroad sector, which is not the predominant sector in cargo transportation in the country, reached these numbers, we can understand that this is a positive factor. But, this thinking can be wrong, especially if we compare it with other countries. Currently, Brazil has about 30,000 km of railroad network, divided into 15 lines, spread across its various states. The United States, for example, whose territorial dimension is similar to Brazil, is an isolated leader in the ranking of railroad extension, with more than 216,000 km of railroad lines. This number presents a very large discrepancy in relation to the size of the lines between the two countries. In addition to this lag in the division of lines, many of the Brazilian railroad networks suffer from several problems in relation to the logistics infrastructure, both in the structuring of lines, train composition, execution of routes and other factors. Since there are few lines, making it necessary for a road to cover extreme paths, the wear and tear of trains, rails and other components is natural. In addition, this long distance hinders more effective and agile outlets, increasing bureaucracy and impeding the growth of the sector.<\/p>\n\n\n\n<p>In relation to the highways, the long extension of the national territory is also an obstacle to the improvement of the sector. Brazil has a huge number of municipalities and this makes it necessary to have an enormous number of highways to supply these cities. Unfortunately, the vast majority of cities located in the interior of the states are difficult to access, since the infrastructure of the highways is still precarious and problematic. According to CNT notes, only 12.4% of the highways are paved, a number that draws a lot of attention.<\/p>\n\n\n\n<p>All of these figures that we present are important to determine the fundamentality of improving the logistics infrastructure in these two sectors. This is an area that addresses all of these points presented, from the quality of the infrastructure of the railroads and highways, paving, increase of rail lines and construction of new roads, among other points. Many municipalities and states in Brazil suffer from the lack of more effective modes of transport, which impedes the growth of these regions and hinders the country's economic progress.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Investment growth<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"512\" height=\"309\" src=\"https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/10\/pasted-image-0-16-1.png\" alt=\"Investment growth\" class=\"wp-image-2690\" srcset=\"https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/10\/pasted-image-0-16-1.png 512w, https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/10\/pasted-image-0-16-1-300x181.png 300w, https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/10\/pasted-image-0-16-1-500x302.png 500w\" sizes=\"auto, (max-width: 512px) 100vw, 512px\" \/><\/figure>\n\n\n\n<p>Realizing that the improvement of the logistics infrastructure is a determining factor for the growth of these transport modes, the main companies, owners of railroad and road concessions, as well as the federal and state governments, are more interested in investing in the growth of this area so that the sectors have better conditions in the near future.<\/p>\n\n\n\n<p>In 2019, a budgetary plan was approved by the government that stipulated almost R$ 8 billion destined to the Ministry of Infrastructure, responsible for carrying out infrastructure works in the country, including the Logistics Infrastructure of the transport sectors, about 8% more than the stipulated in the previous year. The forecast made by the government is that the railroad sector will receive more than R$ 25 billion in the next five years, a very expressive number that shows the attempt to increase investments in the sector.<\/p>\n\n\n\n<p>This expansion and growth of the values destined to the logistics infrastructure of Brazilian cargo transport can be used in several areas, such as the creation of new highways or railroads, improvement or expansion of existing lines, modernization of transport vehicles, application of technologies in the sectors and much more. A Infraestrutura log\u00edstica \u00e9 a parte respons\u00e1vel por diversas etapas de escoamento e \u00e9 essencial em diversos aspectos, como a situa\u00e7\u00e3o das vias de transporte (rodovias e ferrovias), a qualidade dos ve\u00edculos de transporte, a organiza\u00e7\u00e3o das rotas, os tipos de cargas que ser\u00e3o transportados e muito mais. O Brasil \u00e9 um pa\u00eds bem extenso, com mais de 8 milh\u00f5es de km\u00b2, sendo a quinta maior na\u00e7\u00e3o do mundo em extens\u00e3o territorial. O pa\u00eds \u00e9 dividido em 26 estados, mais o Distrito Federal. Al\u00e9m disso, s\u00e3o cinco regi\u00f5es que abrigam esses estados, separadas de acordo com suas caracter\u00edsticas f\u00edsicas, localiza\u00e7\u00e3o, clima e temperatura. Por conta dessa enorme extens\u00e3o territorial, o que aumenta a dist\u00e2ncia de um estado para o outro, a Infraestrutura log\u00edstica \u00e9 ainda mais importante, embora, ao mesmo tempo, apresente dificuldades de alcan\u00e7ar o modelo ideal no Brasil. Uma boa Infraestrutura log\u00edstica diminui dificuldades referentes \u00e0s longas dist\u00e2ncias que precisam ser percorridas pelos ve\u00edculos de transporte.&nbsp; Infraestrutura log\u00edstica Como dissemos, os setores ferrovi\u00e1rios e rodovi\u00e1rios s\u00e3o os principais segmentos de transporte de cargas, nacionalmente falando. Para explicar melhor como est\u00e1 atualmente a Infraestrutura log\u00edstica desses dois setores, precisamos falar um pouco de cada um individualmente. Primeiro, abordaremos o modal rodovi\u00e1rio, que \u00e9 o meio de transporte mais utilizado no Brasil, principalmente no transporte de cargas. De acordo com dados recentes da Confedera\u00e7\u00e3o Nacional da Transporte (CNT), mais de 60% das cargas movimentadas em todo o pa\u00eds passam pelas rodovias. Esse n\u00famero mostra a predomin\u00e2ncia do setor em rela\u00e7\u00e3o ao \u201cconcorrente\u201d, o que o torna o principal modal de transporte nacional. Em rela\u00e7\u00e3o ao setor ferrovi\u00e1rio, a confedera\u00e7\u00e3o aponta que em 2018 o setor movimentou 500 milh\u00f5es de toneladas \u00fateis, aumentando o percentual de movimenta\u00e7\u00e3o em 5,4% em compara\u00e7\u00e3o ao ano anterior. Esse n\u00famero parece significativo, mas \u00e9 muito abaixo do que poderia ser. Se pensarmos que o setor ferrovi\u00e1rio, que n\u00e3o \u00e9 o setor predominante em transporte de cargas do pa\u00eds, atingiu esses n\u00fameros, podemos entender que esse \u00e9 um fator positivo. Mas, esse pensamento pode ser equivocado, principalmente se compararmos com outros pa\u00edses. O Brasil, atualmente, possui cerca de 30.000 km de malha ferrovi\u00e1ria, dividida em 15 linhas, espalhados pelos seus diversos estados. Os Estados Unidos, por exemplo, cuja dimens\u00e3o territorial \u00e9 semelhante ao Brasil, \u00e9 l\u00edder isolado no ranking de extens\u00e3o de malha ferrovi\u00e1ria, com mais de 216.000 km de linhas f\u00e9rreas. Esse n\u00famero apresenta uma discrep\u00e2ncia muito grande em rela\u00e7\u00e3o ao tamanho das linhas entre os dois pa\u00edses. Voc\u00ea pode perceber isso observando os seguintes mapas: Falando ainda sobre o setor ferrovi\u00e1rio, voc\u00ea p\u00f4de ver no mapa que algumas regi\u00f5es brasileiras tem uma quantidade pequena ou n\u00e3o possuem malhas ferrovi\u00e1rias, principalmente se comparadas \u00e0s regi\u00f5es sul e sudeste, que t\u00eam abund\u00e2ncia de malhas. Al\u00e9m dessa defasagem na divis\u00e3o das linhas, muitas das malhas ferrovi\u00e1rias brasileiras sofrem com diversos problemas em rela\u00e7\u00e3o \u00e0 infraestrutura log\u00edstica, tanto na estrutura\u00e7\u00e3o das linhas, composi\u00e7\u00f5es dos trens, execu\u00e7\u00e3o dos trajetos e outros fatores. Visto que existem poucas linhas, tornando necess\u00e1rio que uma via percorra trajetos de extremos, os desgastes dos trens, dos trilhos e demais componentes \u00e9 natural. Al\u00e9m disso, essa longa dist\u00e2ncia dificulta o escoamento mais efetivo e \u00e1gil, aumentando a burocracia e impedindo o crescimento do setor. J\u00e1 em rela\u00e7\u00e3o \u00e0s rodovias, a longa extens\u00e3o do territ\u00f3rio nacional tamb\u00e9m \u00e9 um empecilho para a melhoria do setor. O Brasil possui uma quantidade gigantesca de munic\u00edpios e isso faz com que seja necess\u00e1ria uma enorme quantidade de rodovias para realizar o abastecimento dessas cidades. Infelizmente, a grande maioria das cidades localizadas no interior dos estados s\u00e3o de dif\u00edcil acesso, visto que a infraestrutura das rodovias ainda s\u00e3o prec\u00e1rias e problem\u00e1ticas. Segundo apontamentos da CNT, apenas 12,4% das rodovias s\u00e3o pavimentadas, um n\u00famero que chama bastante a aten\u00e7\u00e3o. Todos esses n\u00fameros que apresentamos s\u00e3o importantes para determinar a fundamentalidade da melhoria da Infraestrutura log\u00edstica nesses dois setores. Essa \u00e9 uma \u00e1rea que aborda todos esses pontos apresentados, desde a qualidade da infraestrutura das ferrovias e rodovias, pavimenta\u00e7\u00e3o, aumento de linhas f\u00e9rreas e constru\u00e7\u00e3o de novas estradas, entre outros pontos. Muitos munic\u00edpios e estados do Brasil sofrem com a falta de modais de transporte mais efetivos, o que impede o crescimento dessas regi\u00f5es e prejudica o avan\u00e7o econ\u00f4mico do pa\u00eds. Crescimento dos investimentos Percebendo que a melhoria da infraestrutura log\u00edstica \u00e9 um fator determinante para o crescimento desses modais de transporte, as principais empresas, donas de concess\u00f5es de linhas ferrovi\u00e1rias e de concess\u00f5es rodovi\u00e1rias, bem como os governos federais e estaduais, est\u00e3o mais interessadas em investir no crescimento dessa \u00e1rea para que os setores tenham condi\u00e7\u00f5es melhores em um futuro pr\u00f3ximo. Em 2019, foi aprovado um planejamento or\u00e7ament\u00e1rio pelo governo que estipulava quase R$8 bilh\u00f5es destinados ao Minist\u00e9rio da Infraestrutura, respons\u00e1vel pela realiza\u00e7\u00e3o de obras de infraestrutura no pa\u00eds, incluindo a Infraestrutura log\u00edstica dos setores de transporte, cerca de 8% a mais do que o estipulado no ano anterior. A previs\u00e3o feita pelo governo \u00e9 que o setor ferrovi\u00e1rio receba mais de R$ 25 bilh\u00f5es nos pr\u00f3ximos cinco anos, um n\u00famero bastante expressivo que mostra a tentativa de aumentar os investimentos no setor.
