In this way, we can understand a lot the importance of this sector for the country.<\/p>\n\n\n\n<p>Since the mid-1960s, in the period of military governments, investments have gone up exponentially, making this sector a priority in relation to rail transport, for example.&nbsp;<\/p>\n\n\n\n<p>The division of road areas is done in a similar way in relation to railways, through concessions. In this way, part of the road network is controlled by the government and another by the private sector.<\/p>\n\n\n\n<p>According to CNT data, Brazil has an extension of more than 1.7 million km of road network. Despite the enormous extension, one of the largest in the world, the highways and roads undergo several problems, such as the lack of paving, since only about 105 thousand km of the road extension is paved.&nbsp;<\/p>\n\n\n\n<p>We present this whole contextualization panorama so that from now on we can start talking about our main point, which is the bioceanic corridor project. The creation takes place from the need for this connection, which would increase the production and port supply of the locations covered by the route.<\/p>\n\n\n\n<p>The projection is that the bioceanic corridor is over 4400 km long, starting at the port of Santos and passing through several Brazilian states until reaching neighboring countries such as Paraguay, Argentina and Chile. The intention is also to unite exports and imports in the Atlantic and Pacific oceans.<\/p>\n\n\n\n<p>Another favorable point for the presentation of the project is that countries such as Paraguay and Bolivia, which do not have access to the sea, would have ways of increasing the flow of their production, connecting with the ports in Chile and Brazil.<\/p>\n\n\n\n<p>Importation would also be facilitated for the Asian world, mainly for China, which is a nation strongly interested in this construction and which even promised to make a series of investments in the bioceanic corridor, since the country would benefit fully from the increase in imports. South American products, mainly from Brazil, which has long been a strong economic partner of China.&nbsp;<\/p>\n\n\n\n<p>Tourism is also another point presented so that there is more certainty in the realization of the construction, since the route will pass through several points where beautiful landscapes are found, which, consequently, are quite attractive points for the tourist activity.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Stagnation&nbsp;<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"700\" height=\"450\" src=\"https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/08\/pasted-image-0-5-1-1.png\" alt=\"Stagnation\" class=\"wp-image-2556\" srcset=\"https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/08\/pasted-image-0-5-1-1.png 700w, https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/08\/pasted-image-0-5-1-1-300x193.png 300w, https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/08\/pasted-image-0-5-1-1-500x321.png 500w\" sizes=\"auto, (max-width: 700px) 100vw, 700px\" \/><\/figure>\n\n\n\n<p>The project, which has been approached for some time, is unfortunately stalled. This is mainly due to the constant governmental changes in the countries involved, the exchange of ideologies and positioning, as well as the priorities established by the government.<\/p>\n\n\n\n<p>Bolivia and Brazil are the main points in this regard. The strong political instability, with the overthrow of the Bolivian president and the uncertainties that the country is going through, meant that the plan was put aside. In Brazil, on the other hand, the governmental change brought about by the impeachment of President Dilma Rousseff, in 2016, combined with the total change of ideology of the current government in relation to the previous ones caused the project to stall.<\/p>\n\n\n\n<p>Brazil is also experiencing instability in relation to partnerships with China, since the current government has been changing the practices of partnership with the country, creating a strong uncertainty regarding the investments in the bioceanic corridor by the Chinese nation.&nbsp;<\/p>\n\n\n\n<p>Another important aspect that involves a series of problems is the environmental impact that this construction will have. The route will pass through important points such as the Atlantic Forest and the Pantanal. Thus, there is a need for deforestation and changes in the composition of the wetland. This could be very damaging, both for the ecosystem and for the animals, as well as for the indigenous tribes that inhabit the nearby regions and that depend on the food obtained through fishing.&nbsp;<\/p>\n\n\n\n<p>In addition, here in Brazil the bioceanic corridor generates a series of debates and many people point out that this construction is quite controversial, mainly due to the fact that Brazil would be the main investor of the work and since it would facilitate the transport of cargo and the import for other South American countries, Brazil would be wasting resources.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Benefits of the bioceanic corridor<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"960\" height=\"640\" src=\"https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/08\/pasted-image-0-4-1-1.png\" alt=\"Benefits of the bioceanic corridor\" class=\"wp-image-2552\" srcset=\"https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/08\/pasted-image-0-4-1-1.png 960w, https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/08\/pasted-image-0-4-1-1-300x200.png 300w, https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/08\/pasted-image-0-4-1-1-768x512.png 768w, https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/08\/pasted-image-0-4-1-1-500x333.png 500w\" sizes=\"auto, (max-width: 960px) 100vw, 960px\" \/><\/figure>\n\n\n\n<p>According to studies carried out by the Brazilian government on the development of the bioceanic corridor, there may be a significant decrease in the commercial cost in relation to imports and exports to countries such as China, reaching up to a 25% reduction.<\/p>\n\n\n\n<p>In this way, the project presents itself as a strong potential for economic improvement, since by reducing this cost, resources can be redirected to other priority points. In addition, the creation of the bioceanic corridor would expand the options for transporting Brazilian cargo.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Forecasts<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"750\" height=\"490\" src=\"https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/08\/pasted-image-0-3-1-1.png\" alt=\"Forecasts\" class=\"wp-image-2555\" srcset=\"https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/08\/pasted-image-0-3-1-1.png 750w, https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/08\/pasted-image-0-3-1-1-300x196.png 300w, https:\/\/massa.ind.br\/wp-content\/uploads\/2020\/08\/pasted-image-0-3-1-1-500x327.png 500w\" sizes=\"auto, (max-width: 750px) 100vw, 750px\" \/><\/figure>\n\n\n\n<p>Although the project is not yet being fully implemented, some points that involve the project are already expected to be started and completed. In 2019, the planning director of the National Department of Transport Infrastructure (DNIT) explained that the construction of the bioceanic corridor will begin in 2021, with the construction of a bridge that connects the municipality of Porto Murtinho to Carmelo Peralta, in Paraguay. Like the bioceanic corridor, the transoceanic railroad also aims at connecting South American countries to expand the possibilities of supplying ports in the locations involved. This network is planned to interconnect Brazil and Peru, increasing the Brazilian railway extension.<\/p>\n\n\n\n<p>In the same way that the bioceanic corridor faces difficulties to be implemented, so it is with the transoceanic railway, which also goes through a series of insecurities for the people involved in the project. Therefore, it is not yet in a full construction phase. Some points are in a more advanced discussion, mainly with regard to the logistics part, as they intend to be built regardless of the effectiveness of the transoceanic railroad.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Conclusion<\/h2>\n\n\n\n<p>Through the points presented in the text, we can conclude that the creation of the bioceanic corridor presents positive and negative points, and that is precisely why the project continues to generate a series of doubts among governors, researchers and other people involved. Apesar da enorme extens\u00e3o, uma das maiores do mundo, as rodovias e estradas passam por diversos problemas, como por exemplo a falta de pavimenta\u00e7\u00e3o, uma vez que apenas cerca de 105 mil km da extens\u00e3o rodovi\u00e1ria \u00e9 pavimentada.&nbsp; Apresentamos todo esse panorama de contextualiza\u00e7\u00e3o para a partir de agora passarmos a falar do nosso ponto principal, que \u00e9 o projeto do corredor bioce\u00e2nico. Bom, caso n\u00e3o saiba e queira entender melhor sobre o que estamos falando, \u00e9 s\u00f3 continuar com a gente.&nbsp; Corredor Bioce\u00e2nico O corredor bioce\u00e2nico \u00e9 um projeto de constru\u00e7\u00e3o de uma ampla quilometragem rodovi\u00e1ria que interliga diversos pa\u00edses sul-americanos. A cria\u00e7\u00e3o se d\u00e1 a partir da necessidade dessa conex\u00e3o, que aumentaria a produ\u00e7\u00e3o e o abastecimento portu\u00e1rio dos locais contemplados pelo trajeto. A proje\u00e7\u00e3o \u00e9 de que o corredor bioce\u00e2nico tenha mais de 4400 km de extens\u00e3o, come\u00e7ando no porto de Santos e passando por v\u00e1rios estados brasileiros at\u00e9 alcan\u00e7ar pa\u00edses vizinhos como o Paraguai, a Argentina e o Chile. A inten\u00e7\u00e3o tamb\u00e9m \u00e9 unir a exporta\u00e7\u00e3o e a importa\u00e7\u00e3o ocorrida nos oceanos Atl\u00e2ntico e Pac\u00edfico. Outro ponto favor\u00e1vel para a apresenta\u00e7\u00e3o do projeto \u00e9 que pa\u00edses como o Paraguai e Bol\u00edvia, que n\u00e3o t\u00eam acesso ao mar, teriam formas de aumentar o escoamento de suas produ\u00e7\u00f5es, conectando-se com os portu\u00e1rios do Chile e do Brasil. A importa\u00e7\u00e3o seria facilitada tamb\u00e9m para o mundo asi\u00e1tico, principalmente para a China, que \u00e9 uma na\u00e7\u00e3o fortemente interessada nessa constru\u00e7\u00e3o e que, inclusive, prometeu realizar uma s\u00e9rie de investimentos no corredor bioce\u00e2nico, j\u00e1 que o pa\u00eds sairia plenamente beneficiado com o aumento da importa\u00e7\u00e3o de produtos sul-americanos, principalmente do Brasil, que desde muito tempo \u00e9 um forte parceiro econ\u00f4mico da China.&nbsp; O turismo tamb\u00e9m \u00e9 outro ponto apresentado para que haja mais certeza na efetiva\u00e7\u00e3o da constru\u00e7\u00e3o, j\u00e1 que a rota passar\u00e1 por diversos pontos em que s\u00e3o encontradas belas paisagens que, consequentemente, s\u00e3o pontos bastante atrativos para a atividade tur\u00edstica. Estagna\u00e7\u00e3o&nbsp; O projeto, abordado j\u00e1 h\u00e1 algum tempo, infelizmente est\u00e1 estagnado. Isso se d\u00e1 principalmente pelas constantes mudan\u00e7as governamentais nos pa\u00edses envolvidos, a troca de ideologias e de posicionamento, bem como pelas prioridades estabelecidas pelos governantes. A Bol\u00edvia e o Brasil s\u00e3o os principais pontos nesse aspecto. A forte instabilidade pol\u00edtica, com a derrubada do presidente boliviano e as incertezas que o pa\u00eds passa fizeram com que o plano fosse deixado de lado. J\u00e1 no Brasil, a mudan\u00e7a governamental proporcionadas pelo impeachment da presidente Dilma Rousseff, em 2016, aliada \u00e0 troca total de ideologia do governo atual em rela\u00e7\u00e3o aos anteriores fez com que o projeto travasse. O Brasil passa tamb\u00e9m por uma instabilidade em rela\u00e7\u00e3o \u00e0s parcerias com a China, j\u00e1 que o atual governo vem modificando as pr\u00e1ticas de parceria com o pa\u00eds, gerando uma forte incerteza com rela\u00e7\u00e3o aos investimentos no corredor bioce\u00e2nico por parte da na\u00e7\u00e3o chinesa.&nbsp; Outro aspecto importante que envolve uma s\u00e9rie de problem\u00e1ticas \u00e9 o impacto ambiental que essa constru\u00e7\u00e3o ter\u00e1. A rota passar\u00e1 por pontos importantes como a mata atl\u00e2ntica e o pantanal. Dessa forma, \u00e9 necess\u00e1rio que haja o desmatamento e que tamb\u00e9m ocorra mudan\u00e7as na composi\u00e7\u00e3o do pantanal. Isso poderia ser muito prejudicial, tanto para o ecossistema e para os animais, como para as tribos ind\u00edgenas que habitam as regi\u00f5es pr\u00f3ximas e que dependem da alimenta\u00e7\u00e3o obtidas atrav\u00e9s da pesca.&nbsp; Al\u00e9m disso, aqui no Brasil o corredor&nbsp; bioce\u00e2nico gera uma s\u00e9rie de debates e muitas pessoas apontam que essa constru\u00e7\u00e3o \u00e9 bastante controversa, principalmente pelo fato de que o Brasil seria o principal investidor da obra e j\u00e1 que facilitaria a transporta\u00e7\u00e3o de cargas e a importa\u00e7\u00e3o para outros pa\u00edses sul-americanos, o Brasil estaria desperdi\u00e7ando recursos.&nbsp; Benef\u00edcios do corredor bioce\u00e2nico De acordo com estudos realizados pelo pr\u00f3prio governo brasileiro sobre a elabora\u00e7\u00e3o do corredor bioce\u00e2nico, pode haver uma diminui\u00e7\u00e3o significativa do custo comercial em rela\u00e7\u00e3o \u00e0 importa\u00e7\u00e3o e \u00e0 exporta\u00e7\u00e3o para pa\u00edses como a China, chegando em at\u00e9 25% de redu\u00e7\u00e3o. Dessa forma, o projeto se apresenta como forte potencial para melhoria econ\u00f4mica, j\u00e1 que diminuindo esse custo, os recursos podem ser remanejados para outros pontos priorit\u00e1rios. Al\u00e9m disso, a cria\u00e7\u00e3o do corredor bioce\u00e2nico ampliaria as op\u00e7\u00f5es de escoamento das cargas brasileiras. Previs\u00f5es Apesar de o projeto ainda n\u00e3o estar sendo totalmente aplicado, alguns pontos que envolvem o projeto j\u00e1 t\u00eam previs\u00e3o de serem iniciados e finalizados. Em 2019, o diretor de planejamento do Departamento Nacional de Infraestruturas em Transporte (DNIT) explicou que a constru\u00e7\u00e3o do corredor bioce\u00e2nico ter\u00e1 in\u00edcio em 2021, com a constru\u00e7\u00e3o de uma ponte que interliga o munic\u00edpio de Porto Murtinho at\u00e9 Carmelo Peralta, no Paraguai. Al\u00e9m disso, no mesmo per\u00edodo estar\u00e3o ocorrendo obras para a expans\u00e3o das rodovias que tamb\u00e9m far\u00e3o parte da composi\u00e7\u00e3o do corredor bioce\u00e2nico, como a BR-267.&nbsp; Ferrovia transoce\u00e2nica Para finalizar, \u00e9 importante comentarmos acerca de uma constru\u00e7\u00e3o que tamb\u00e9m est\u00e1 em fase de proje\u00e7\u00e3o para outro importante setor de transporte no pa\u00eds, que \u00e9 o setor ferrovi\u00e1rio. Assim como o corredor bioce\u00e2nico, a ferrovia transoce\u00e2nica tamb\u00e9m visa a conex\u00e3o dos pa\u00edses sul-americanos para ampliar as possibilidades de abastecimento dos portos dos locais envolvidos.
